Vps in/around seattle

The contabo vps that I've used for the past couple of years to host my email/websites and some services for an open source project has been unreachable for the better part of ~5 hours, so I'm jumping ship. I have everything I host on a monitor with notifications so I caught the problem right when it started. It only took me around 20 minutes before I had an mtr report (that showed 90% packet loss on their end) to send them in a ticket. I still have not received a response and there is not even an acknowledgement of an issue in SEA on contabo-status.com. It only mentions an outage at their Nuremberg DC, which they say that they've recovered from, even though if you look on FB you will see many many people complaining that their machines are still unavailable.
For less than $20/month USD, I would like:
at least 4-6 cores
at least 12gb of ram
at least 400gb of storage (SSD, preferably without the premium of NVME)
unblocked mail ports (or blocked mail ports that I can have unblocked fairly quickly)
ipv4 + ipv6 + rdns for both
low ping from seattle.. like, seattle, portland, vancouver?
I like what crunchbits offers but their compute vps' don't have enough storage for me. (Though, I highly recommend their storage vps', I actually use one to hold the backups of this contabo vps)

Don't think you're going to hit it with that budget.
Crunchbits' offer is tough to beat and the only other person who comes to mind in that would have low latency to Seattle would be Advin Servers - https://advinservers.com/cloud (Los Angeles)
Not exactly what you're looking for, but just wanted to toss out a quality host with a majority of the features you're looking for.
The budget is a bit low for such a VPS.
Maybe you will be able to find one-time discounts elsewhere and get something similar.
