They sell people's privacy for money.
Many of them are not. These guys even engineered specialized hardware to insert many SIM cards into a single hardware
A lot of mobile companies offer wholesale services, allowing you to resell their voice, SMS, and other services. They provide number ranges that you can purchase.
Keep in mind that the mobile company is listed as the carrier, and abuse or spam complaints are sent directly to them. Some companies take issues like forged sender spam and fraud very seriously, so it's wise to negotiate an abuse handling procedure as part of the agreement.
You can easily look up the carrier (wholesale provider) if you know the phone number: https://gatewayapi.com/docs/apis/rest/#hlr-and-number-lookup.
You'll get VoIP/API access to the mobile companies' systems, as mobile/SMS modems are too slow for 99.99% of use cases.
These services are easy to find—just Google the company name along with 'wholesale.'

Handling physical SIM cards and dealing with coverage, roaming and international delivery just to be able to send sms must be some kind of record in stupidity. I've never seen a provider that does not provide wholesale trough API or voip so why use hardware at all? I mean, even if you use actual SIM's, eSIM has been a thing for quite some time so still no need for hardware.

I run systems that sends thousand of sms's per week and I have zero hardware for that, I don't even own my own cell tower and I've never prayed so one of us clearly does not know what they are talking about.

Personally i use sim cards from the netherlands with a bunch of dumb phones to get my codes. the sims don't expire, you only have to call the mailbox every 6 months, for example.
