When you sign a partner agreement with cPanel part of that agreement states that you can only have access to the solo license if they are bundled with a server/VPS. So a provider would be breaking their cPanel partner agreement if they were to sell you a standalone solo license.
That's not to say there wont be people out there that would sell you one, but IMO risking your partner status for the sake of a $7 license isn't worth it.
