Virtual Servers have 5Gbps connectivity starting at 10TB/mo with larger plans having more. A VPN doesn't require much CPU/RAM/Disk so a smaller plan should suffice.

Ah yeah. Good luck then, I'd suspect most LowEnd providers are going to be listed. The only subnet of ours that wasn't listed was our anycast subnet, which is weird because it's actively being used as part of our own VPN product (but it wasn't listed as 'bad'). They did however list a subnet that isn't even in-use, and has never had customers on it.
Not a reliable metric or tool for anything useful, but I suspect your need a VPN to bypass some service that does use it?
I'm sure you'll find something eventually. Budget seems okay considering it won't need much CPU/RAM/DISK if you're just using it for a VPN.

yes. the resource I need the VPN for appears to be using the scamalytics/ipqs score.
@AlbaHost has a plan with 1 dedicated Ryzen core, 4 GB DDR5 RAM, 20 GB NVMe in Kerkrade, The Netherlands 🇳🇱 for 5€/m (slightly cheaper & within your budget if paid yearly)
However, only with 10 TB of bandwidth @ 10 Gbps, so perhaps you can discuss with them on DMs/support for a bandwidth increase, or you can go with their secondary plan which is out of your budget.
(they have servers in other locations too, so you need to ask them to get into the 🇳🇱 node for the 10Gbps link)
