True for a idle system. It's below expected for sure but reaching 3000 on a full hypervisor is not feasible. Low amount of performance cores means less load is needed to degrade performance.

Of course, but that's the downside of the Intel CPUs. 3 new servers was provisioned today for a client with 4 cores each. All of them using more than their fair share of allowed CPU. Given that a 13900K only has 8 performance cores and overall lower core count than a 7950X the performance degrades much faster.
That's tough. 4-5 fully utilized cores and we are already below that. 13900K is good for burst performance but bad for guaranteed sustained.
this also explains the increased base load here on server 3 (is the vps in question on which windows was running until today)?

I never said completely empty.
This GB6 score is possible only on empty/light host node, or most other users are just idling ..... otherwise GB6 single core would be in 2700-3100 range
