Saint-Petersburg might be usable. I heard the ping from there to Helsinki is about 20-25 milliseconds. From Moscow, it takes 40-50 milliseconds to get to Helsinki.

If the provider has good transit, it's 7-8ms from SPB and around 14-17ms from MSK.

I've looked at all the vps offers on vps today, and it seems that vdsina remains the best option. I have found many private small hosters on LET who offer hosting at very low prices (and have been using such hosting for the second year), is it really so difficult to offer cheap hosting services because of local laws? (152-ФЗ and others)
How about Eastern Ukraine and Republic of New Prussia?

Anyhow, following this thread since I might have some use cases for the same server type and location as OP.
In the last few years, a lot of laws have been issued that have made it difficult for small companies to do hosting businesses in Russia. Individuals cannot start hosting businesses this year because they need to register their host with a special registry of hosting companies, and this is not possible without registering the company with the state. So, the money needed to run a business in the hosting area has increased a lot. Inflation has also increased, as have salaries and other expenses. The cost of equipment and electricity have also gone up.
Also, big penalties may be applied if you violate some law (or if your customer violates it).
So hosts cannot set too low price because it is highly risque.

Do you mean https://cloud.ru/ ? They are a cloud provider, not a VPS. They offer a free tier with an IPv4 address, but the cpu is limited to 10%. I'm not sure what you can do with such limitations.
I don't know much about the two VPS providers you mentioned.
