Apple Pay card does not charge any currency conversion fee either. Even for amounts as low as ₹10 and €0.25.
I saw that ionos has that particular spec for goodpricing or you can try layer7, hostbrr and such
Give it a try and see how it goes from there. Registration takes two minutes, you only need your e-mail address and its confirmation. They don't ask for passports.

I'd stay away from vdsina
I requested for email ports whitelisting with proper justification. At first they responded with "Insufficient, the ports will not be opened for you.". So I asked them if they needed more justification while also re-explaining the justification, and their response was "If you replenish the balance by $20+, I will be able to unlock the mail ports."
I've never seen any provider (who also offer cheap yearly deals) asking to pay to unblock those parts. Almost everytime, either they accept or it's not technically feasible due to node level blocks.
No provider will open email port 25 with just $2 account balance.
