That's right.
But it's not always a case
Block SMTP port, like @Levi said they will ask for it. True abusers will not jump through the hoops required to enable it, and get very very angry with you, demand refund, and scream and shout. Problem solved, no issues. Good people not abusing will acquiesce your requests and jump through hoops to get enabled. It weeds out a lot of bad apples.
The rest, use abuse manager pro very nice for whmcs!
