Looking for a cheap VPS in some EU region
I'm looking for a cheap VPS, ideally 4 core and 4 or 8GB of ram (8 would be better)
Disk space is not really a concern but at least 80GB would be ideal (I don't need super fast storage).
I need it in an EU country as I live in Italy, somewhere near there would be ideal.
1gbps link speed and at least 2TB of bandwidth

What is average CPU core % utilization permitted?
Someone mentioned that most of the VPS vCPU cores were taken away due to 50% usage.
