Their whole CDN & API is. Voice servers depend on each region.
I assume if he needs this low latency is to interact with the API. I see 0 reasons as to why you would need such low latency to voice servers and many as to why you would need low latency to the API

Even then, Discord still manages "central servers" in South Carolina, for which, to get the lowest latency possible, you'll need to get a server either with Google Cloud in us-east1-b or something closeby.
Perhaps they have many more in different locations, haven't looked at it for a while.

I believe Discord have two locations on both coasts. I have one dedi in Ashburn and have ~ 4-5ms to discord gateway
Discords api, primary gateway and all text chat is through GCP US East, since it's through Cloudflare you'll want low latency to their IAD or ATL locations.
Anything running in Ashburn should be good to go as @BilohBucks mentions. You say lower than 1ms but that really depends what you're measuring and is likely impossible since the Cloudflare proxy will add some overhead. The best I've seen personally is Hetzner's ashburn region which has ~0.5ms icmp latency to Cloudflare's IAD region (not that this number means lots), but theoretically anything well connected in "Datacenter alley"(Google it) will work just fine. Other great choices are Oracle Cloud free tier in ashburn, and OVH.
If you do opt for Hetzner Cloud, you can install Windows by mounting a Windows Server ISO in their ISO library or following online guides for other methods. They have a guide here: https://docs.hetzner.com/cloud/servers/windows-on-cloud/
For voice latency it completely depends what region it uses.
