InShot (mobile) would be Instagram's personal (freemium) video editor. Haven't edited videos in browser yet, so can't recommend anything there.
As for Desktop, there's probably Sony Vegas, Movavi etc, but might be overkill
I'd recommend DaVinci Resolve. They do have a paid version but the free version will do everything you need and more besides.

Capcut is by far the best free video editor imo. It's easy to use and gives very good results. https://www.capcut.com
