You could also order in another location for your billing install, eg. UK or US-West, and then add the reseller in Singapore later.

Just for info, I also use Blesta license from @NameCrane for quite some time and on their Reseller Plan LV server from Singapore, seems all good for me. The lowest cost I think you can find on market to get a free license!
But when Singapore location comes, of course, I hope to change to that, will be even faster!
And yes @HostEONS also provide free license, nice guy and active in this forum too, they have LA server so might be faster to SG, I not so sure cause I do not have a plan there yet now, maybe in future for me when there is a need!
