Help me to build network of servers with lowest latency

Hello good people,
Basically, I need 3-4 servers (VPS or dedi) with the lowest latency and max speed amongst themselves. Once should be in LatAm, one in EU/Europe, one in Asia/Australia. Bandwidth should be around 1-2Tb per month @ 1Gbps+ min.
I guess servers should have peering with Tier 1 networks.
Is it possible to achieve this without using big providers like AWS, Azure, GCP?
At the moment I do not have any specific budget in my head but want to understand whether there is possible and with which providers. Roughly, specs needed are - 4-8 CPU/8-16GB RAM/50GB SSD
