Reason refund was not provided in The end was that authorities anti cybercrime unit have contacted with a Order die to RANSOMWARE attacks from some of this Servers.
Enough was enough with him. Refund cancelled.
But Details of customer have been provided to The authorities along with image of Servers as data was still there.
They think he could be part of some Hacking group.
But as Always as Provider, you are not allowed by law to share Details about a Case, and not Talk to customer regarding it. We are Not allowed to Share.

I find HostSlick very strange. If he was using the server for blackmail, why didn't you hand him over to the Internet police? Instead of punishing him by not returning the money? Or did you already hand the money over to the police as stolen money?

If he used the server for illegal activities, then canceling the refund seems reasonable. Any provider would act the same way, and it's probably in the TOS as well. If there were many complaints about the provider, I would believe in the scam. But in this case, probably not.
It's industry standard not to refund money for blatant violation of TOS. Of course specific cases and severity thresholds vary by provider, but it's not like HostSlick scammed him if he clearly did something against their TOS and put them in the crosshairs of the law.
Well, not true. In the court if he took money and did not refund it - this may be seen as cooperation illegal activities, because profit was made. Refund in other hand is act of “I don’t want to have anything related to this”.
Except that those servers weren't even delivered. He keeped money for servers he never delivered.
Besides that shady host gets a shady clientele. This one isn't exactly a saint, that's why this guy decided to be hosted with them. He even included word 'bulletproof' in servers inquiry.
This isn't necessarily true. Companies seize funds all the time and keep it stored until the gov asks for them if the scenario is as illegal and government involved already as hostslick makes it out to be. Its not profit just because a company won't give it to you. They sometimes have to keep it for forfiet purposes to the government and to aid their investigation.
This money was not refunded during the purchase of the server.
Does it have anything to do with the blackmail he used on other servers?

I think that was debited as fees for the unnecessary trouble caused and for his time spent with the police and law.
I don't think @HostSlick can tell us more information due to the law, it isn't okay to mention more online.
Its obvious that the client has put the server to some unlawful use and the LEA's have seized the drives(the image).
I feel there is actual evidence. It's not just one-sided words

This is not quite correct. First, it depends on what you mean by "in the courts". Courts of which jurisdiction? Second, it depends on the contract. Often, providers say if the customer is engaged in criminal activity, their account may be cancelled without a refund. When you sign up, you automatically agree to this.

So, two years after @HostSlick handed all your personal data and your hard drives data to the police, OP is still:
@HostSlick: the police may have caused you an inconvenience but it really smells like you took advantage of the situation. 40 non-refunded servers is a big loot. And some of those weren't even delivered.

I am not saying he is correct or not, however. The personal data is likely not correct if the servers were to be used for criminal activities. The drives could likely be encrypted and in any case why would a criminal leave personal information on rented servers?
Even if they managed to find the person he is likely not in the jurisdiction of the police department which seized the servers. International cooperation with these cases is poor and often takes years to happen and that is only on big cases. Smaller fish rarely get caught.

No scammer says he is a scammer. your defense is stupid. i tried to open an account with my email address and it was opened. what hosting company would delete an account that was involved in a crime? if i was involved in a crime and the information was given to law enforcement why have i been out for 2 years and not been caught? why was my account not frozen ? it was deleted directly
