    After testing couple of options and doing more research I decided to get upgraded server from server-factory.com

    10 Cores 7950X/20 GB RAM/500 GB DISK/40 TB OUTGOING Traffic/1x IPv4 for 41 € per month

    It falls short of my requirements, but I didn't found any better option, all of tested VPSes have way worse multicore performance even with 24vCore from EPYC Genoa. Thank you all for offers!

    We have some high frequency Milan, but no Ryzen/Genoa. In any case, we won't be able to do the number of the cores you need (dedicated) at the pricing that you need them at, especially considering if you might need more due to the Milan difference. Storage and bandwidth is no problem, we can work on it and give you a custom deal there.
