First thing to note is that this CPU is very old (more than 10 years). Better look for a newer server.
Second, this CPU doesn't have 20 cores, except if you are talking about DUAL Xeon.
That being said, your requirements are not clear enough. Do you need many cores or do you need more CPU power? Also, what is your budget?
Do you see that "x2" behind the CPU name?
