I have both vm for my clients. They all good and stable. If really want to pick one then Netcup for its price.
My personal preference is netcup for my use case.
Hetzner Cloud has API, hourly billing so everything that needed to race on the same market as DigitalOcean, AWS EC2 where the main point is not only the price/performance ratio, other services (API, networking, firewall) are important too.
For a long-running VPS I think that provision and reinstall over API is not neccessary so I prefer more resources for same price.
To be easy to see: I prefer DO, Hetzner Cloud and EC2 if I need a machine to provision a specific service with automation and use the extra services that provided by the company. Handle updates automaticaly, run CI/CD provision etc. However if I want to run my home server outside from my home and nested virt not important, I prefer netcup with their performance. I install it once and use it for a longer period of time.
Netcup's only negative point is their bureaucracy, I do not suggest who do not want to read the service, billing and payment terms.
++ Netcup will send debt collectors if you forget to cancel on time (like many other German providers). If you used to cancel by expire, may be a problem.
Also, when I registered, Netcup requested a lot of docs, so I preferred to cancel the order. Do not like when hosters request so many docs.
Honestly, as long as I'm not consistently squeezing the core at 100%, I don't see any shrinkage in performance at all in Hetzner Cloud's VPS product line.
If that's not your use case, I think the VPS is good enough.
I've stuck with Hetzner Cloud over Netcup all these years, rock solid, 0 downtime records, never had a single bad day - and you can stop whenever you want.
Not to mention that HetznerCloud definitely offers a more modern panel.

I subscribed to netcup on the recommendation of @dev_vps, and indeed it seems that I got something very good. I was surprised because, unlike others who forget to activate the service after you make the payment, netcup activated my service and issued an invoice due in two weeks.

In my experience, netcup's DDoS protection doesn't seem to perform very well.
I've already been hit by DDoS attacks targeting neighbors of my node (multiple times)
This was resolved within 1 or 2 hours. However, I have no idea whether their protection simply consists of null routing the server targeted by the attack or if it's more elaborate filtering
I haven't had a similar experience with Hetzner. However, their protection doesn't seem that great either from what I've read...

Their prices do cost it.
Also, I do not trust German providers, except Hetz.

Been a customer of hetzner and i have no issues. I would avoid netcup as vovler said because of "dedicated cores" which aren't lmao.
Both are solid, just prefer Hetzner due to hourly billing and having no issues with them in years.
Not a fan of Netcup's setup fee or the way they bill.
Hetner's control panel is far superior as well IMO.

Have both hetzner cloud instance and Netcup root Server. Both are rock solid. Netcup have 2.5 gb network with 80 tb where as, hetzner have 10G network for cloud instances with 20 TB. hetzner have hourly billing means, if you want to test something just spin up and then delete. Netcup have monthly billing, so you have to plan well.
Another thing is block storage netcup price is 2 X hetzner.
For me? : Overall I like Hetzner, due to the hourly billing and the UI.
Probably want to protect against orders with fake data, so collectors could pursue you if you forget to cancel on time.
I sent a scan of the passport to Hetzner and OVH.
Netcup is not that valuable for me. But they need that you hold the passport in a photo with the face.

I put Hetzner, OVH, and Netcup in the same approximate category of provider.
Netcup does have more restrictive/annoying contracts (esp. in terms of billing) as has been stated by others. Just be aware of that and plan for that going in, and you'll be fine.
They all have one or more datacenters in the US now too. Reliability and performance have been high on all three for the money in my experience. I haven't experienced any performance degradation, but that is anecdotal at best. Someone else can give you hard numbers. All the US datacenters seem to perform really well right now BTW. Time will tell if they can maintain that performance, or if it's just because they are way under capacity right now.
In any case, they are very affordable for what you get IMO, at least right now.
I can't speak to how effective their DDOS protection is TBH. However, for what it's worth, I do like the edge firewalls on Hetzner and OVH, which at least gives the illusion of a better system, and I do suspect that Hetzner and OVH would do better during a DDOS attack too.
But I wouldn't hesitate to put production sites on all three providers. I think it comes down to your personal preferences for what features you want, and specific project needs.
(BTW, I have production sites on Hetzner that have 100% uptime for years. OVH close second, Netcup is newer for me, so I can't quite say yet, but it seems pretty solid so far.)
Obviously there are plenty of great providers here on LET that I like for a lot of reasons, but this thread is not about them.
Have been using Hetzner dedicated and moved to Netcup Root Server. Get a great deal on black Friday using for several years.
Hetzner has been great for me for years. I have also been using Clouvider for just over 8 months and it has been very good as well. They don't have hourly billing like Hetzner, but their pricing and specs are very competitive. Slightly newer/faster AMD cpus on my Clouvider nodes than on any of my Hetzner boxes, FWIW.
been using avoro.eu for a while, good price (similar to netcup) and performance
Same here chose avoro over netcup, so far so good can't complain. Also I've been using Strato and can say legit iam impressed with there service both have 10gbit unlimited data at avoro I get EPYC Genoa and at Strato EPYC Milan for really good price. For Dedicated server iam still using Hetzner since nobody beaten there price yet.
