IncogNET is worth a shot. They have a location in Liberty Lake, Washington which should have decent connectivity and low latency to Canada.
They openly support free speech, host some very controversial sites that have attracted a lot of attention from angry mobs (such as Kiwi Farms) and require no personally identifiable information, and the owner (@MannDude) is active on this site. There is no stock at the moment though, so you'll have to wait.

I'm experiencing high and unpredictable IOWAIT times, I've contacted support but no resolution was found.
I've experienced trouble with WordPress plugins causing performance problems, but not like this.
Correct me if I'm wrong, but high disk wait time is an indication that are many other VPSs on the same machine doing high read/write tasks?

Yeah, the only element that would make a difference would be if he wanted anonymity/crypto, but based on the blog's use of gmail, I don't think that's a big concern for him.

I actually had some of the same problems as I do now, but that was 10 years ago and I was hosting a game server. I'll consider them again.

Like what MikeA, based off of the posts you linked. It is honestly not that bad. Therefore there should be plenty of hosts that could help you with this.
True, but might be worth distinguishing which hosts would just keep the blog up as long as it flew under the radar, vs. those who would keep it up even under pressure or scrutiny from, say, activists.
The big players (DigitalOcean, OVH, Hetzner et cetera) will generally bend over when pressured enough by angry mobs on Twitter. Most companies only care about PR and not about protecting fully legal speech/unpopular opinions expressed respectfully these days, unfortunately.

Regarding high IO wait: potentially it's that, but in our situation it's almost certainly likely an array that is potentially having some disk issues that are not yet triggering a failure alert but causing performance issues--assuming there is a hypervisor issue and not something specific to your deployment/config. We can verify that very quickly on the hypervisor to narrow down the scope (if it wasn't done already).
With that said, I'd still point you to @MannDude as it really is directly what he provides.

Thank you everyone for your recommendations and offers. It's been just over two days now that the issue has stopped completely. I will continue to monitor, and should anything change I will re-consider your offers.
I'm glad there's a good selection of 1st amendment VPS providers, as the only way to counter deception is with a healthy dose of the truth and further uncensored discussion.
Sorry for bumping, but I don't think that any provider hosted in a democratic country will take down your website, but you can try Luxembourg (BuyVM) if you're afraid of censorship, your content seems OK
