No Idea what Rust is, but 200 players sounds like a lot of memory. I found:

8 GB is far from being enough for a very populated Rust server. I'd say 16 GB as a bare minimum, considering it's very likely this is a modded scenario, plus it's no small player number.
Options in Miami are limited, at least when it comes to "cheap" options. It'd be helpful if you gave us an estimate of what you're aiming to invest in your server.
