Aruba is well known and established provider, they are solid. Props for paranoia! Their website indeed looks shitty.

i finally found what i need to do
i need CLOUD VPS OPENSTACK STARTER
with ipv4 it should be € 2.49 + VAT
however
if i want to Choose Technology i cannot choose openstack in pl, it only works in italy and czechia
therefore i cannot use arubacloud
do you guys have other options that offer monthly payment with paypal?
Avoid Aruba, been there. Had no clue what's going on with the billing system(s). You get several accounts in different systems, going through ordering process is an absolute nightmare. And you have to add balance before buying, you can't just pay at checkout... And the cheapest option they lure you in is not available in Poland (but I think you found this as well

Their NVMe vpses have quite nice performance, but not sure if they accept PayPal. Also, google locates them as Bulgaria.
If you want to be properly located, there's not many options....
There's hosteam.pl, they have paypal, but I think you need to be Polish to be able to order, and they are more than 3 euros.
Skhron is the best option, just ditch paypal

Bit over budget. Tested this one as well, unfortunately M247 network - a looot of captchas everywhere

Yeah, that's what thought too but from what i could dig up they all either deadpooled, ditched the location or the promos ran out making the boxes expensive (like 7.50€/m expensive and stuff like that...). Mevspace was pretty much the only one that would at least still come close to the 3€/m target.
Over budget, but i would go for ovh in this case.
Does it have to be under 3 eur, Would 5 eur work?

Each our server has one basic IPv4 and one IPv6 address, they are included in the server price.
Additional 1 x IPv4 - 1,99 EUR / 2,19 USD net per month.
For IPv6 we only offer a whole subnet, it is IPv6/112 for 20 EUR net, a one-time installation fee.
