In today's world - there's no free IPv4 subnets. Unless you count the /30 you are getting from everyone as a free one.

Well, in theory there could be. Providing free /24s would just make the accompanying dedi 100-130€ more expensive
You won't really get much below 100-130€ for a /24 as that's probably about what the company itself is paying for it and even finding such a deal is very, very unlikely.
