Yes that is correct.
Actually you do have double ram. You have to look at the graphs of the VPS or you know look within your VPS itself. Don't be fooled by what you are paying for vs what you are actually getting.
When I install the new server in about 10 days. I have not yet announced that I have the new server. I said new server in about 1 to 2 weeks.

Does it possible to specific the windows version to be installed during purchase ? Or ISO is the only option ?
@LittleCreek I install the new OS and upgraded it. However, the connection to the Ubuntu repository is very slow download speed (image). Do you know why?
Only 200kb/s - 300kb/s. Even sometimes the download speed is only 30k/s
