If it was paid 2checkout, they made some Changes where we cant issue refund from their Panel and have to ask their Support to do so. So we sometimes wait a little bit more , which is a shame. Its giving me headache as Well. Once you sent ID i'll have it checked tomorrow during Business hours.

Thanks for joining our Hosting service! I have applied it. As stated in doubles done before you also need to STOP and then START VPS. Then the hypervisor will re-size your resources and you will see them inside the VM
