Adding 2x 7.68 TB NVMe to Hetzner AX42 results in 175 EUR/mo.
Would be slightly cheaper on EX44 but there is a setup fee.
Hetzner is your best choice, especially for that price. Other than that, maybe @layer7 @HostSlick
