thats not very much parameters to tailor an offer from.
With this budget VDS servers might be a good option for you. We do offer AMD Ryzen 7950X3D based dedicated virtual servers. Same with AMD Epyc CPU's.

A dedicated server not including low-power CPUs will be hard to find as your budget might not even fit European energy costs.
However there are some Kimsufi around and OneProvider.com could be worth a look.
Do you have an AUP somewhere? Can't spot it on your website.
I'm thinking you'd be better off with a vds when looking at the 20 euro/month price range.

no there are no special TOS / AUP.
Its allowed / forbidden what is allowed / forbidden according to german law.
Also some resource usage limits apply ( mentioned on the website ). As for VDS, only the traffic limits apply there ( or we make a seperate deal ( which makes at that scale we talk here about most probably no sense )).
The budget is low, and there are not many choices. Anyway, a CPU better than nocix FX-4100 is fine. Now I run azerothcore +nextcloud and the CPU occupies 90%

Well, i don't have much experience with OVH but if they manage to beat the SYS-4-SAT-16 that would be crazy. I'm already quite surprised this is available (almost) inside the 20€ range. Another 16GB RAM would be nice though. That's about the only drawback from my perspective. Beyond that it's a really nice little box, which should easily run a bunch of stuff. OK, some people might frown upon the 250mbit uplink but for Nextcloud usage it certainly wouldn't bother me as my internet connection isn't half as fast anyways

Unless gbit/32GB are defining factors or single core performance is like super important i'd personally probably still go for the SYS-4-SAT-16 though.
