One hosted locally on LAN wouldn’t be easily flagged

  • what does your hosting provider have do to with your domain being red flagged by Google?

lol i don't mean that way i need it be accessible, and have a cpanel site:2096 where i can upload file via file manager and also access via url through the website url, but that just have better reputation of not getting flagged quickly

Red flag by google? They didn't flag the hosting provider, its simply your domain is associated with "Cybercrime activities"

Let alone google, netcraft flagging your site is usually a red flag with your site, and not the server you're hosting.

wild guess out of my ass, are you hosting any login pages?
