I'm currently looking for recommendations for a server or VPS that meets the following criteria:
Budget: Under $70 per year
Processor Feature: Must include Intel Quick Sync
Location: Preferably in Singapore or India
My primary use case includes:
Video transcoding
Running lightweight applications
Key requirements:
Reliable performance with Intel Quick Sync for hardware-accelerated video encoding and decoding.

You won't get quick sync enabled on a VPS, you likely need a dedicated server. No way you will get the requirements for $70 year or less than $6 month even in the EU location, let alone Asia. Unless the provider is selling at a loss.
The cheapest I can think of is from OVH in FR location which was around $15 a month.
