Their vps prices are very high. Alexhost's low price packages are very slow. I bought 2 or 3 vps there and tested yabs. The speed was very slow. However, their dedicated servers are great but the prices are high.

It's in the OP's budget. You may not get 6 CPU cores, but it's a really good option for DMCA ignored. There aren't many options to begin with though.
