Emby seems to run well on the RPi4, I'd look at similar Plex builds as the requirements won't be much different.
Although, if you want something a bit more upgradable/x86/new, there's some very good reviews on the Intel N100 mini PC's, can find them on AliExpress and similar sites very cheap.

I would like to know what your definition of low cost is?
I could even build this with a 2 core 4gb RAM VPS, but it all depends on the real use case.
Low cost at what user size/load size/film library size premise?
That determines what answer you can get.
There seems to be a way -- Google Drive with unlimited storage + Cloudflare.
Plex is much better.
This is the best solution I have found so far. Do you have any channels for unlimited Google Drive space?
