I just found the WordPress DOS Theme. It reminds me of what I used to see when I was using an IBM PC.

Yeah just needs a character rain effect during page loads and it's 100% certified 1337.
That's exactly what I thought when I first saw the theme screenshot.
A background image of that Matrix digital rain effect, or maybe, a page transition effect.
