if you going this way be ready to spend 14-15% extra overall. it all adds up like 5% reload charges, 5$ fixed card issue charges, decline charges, each payment commissions and so on. while use cashapp card it works pretty much everywhere has minimal charges and accepts crypto as deposit but it needs kyc. paywithmoon was really a dream come true for a vcc user.

Not possible without fees and kyc. No kyc is a huge risk for money laundering and not charging for such risk is unrealistic.
Even with kyc, no fees & no additional charges will be imposible in the long run for bussiness. It's ok maybe for gaining userbase (i.e. first 2-4 years).

Turkish virtual cards such as Ininal or Oldibul do not require verification, but the amount per month is limited and they do not support 3D Secure mainly. This is the only option. No card fee. But replenishing is problematic outside Turkey. Only if through an exchanger.

Such cards are mainly for Turkish citizens. But some accept any cell phone number for registration. They don't ask who you are or where you are from. There is no Paypal in Turkey.
As for replenishment, I advise to look in Telegram channels. There are some who recharge directly in Turkey for a fee. The card service itself is free.
