I fear it's going to be a little hard with these specs/budget. The cheapest offer to match your request i could think of currently would be 35€/y.
If you are ok with a CT in AMS (really good peering towards DE), I could offer you the "ct.Ready" plan for €20/y.

Yeah, unless the IP location is like super important there would be very little difference and the DE requirement is basically what's bringing his options down.
Well, he specifically wants netinstall. With the plan i was thinking of custom images would also only be available through support though. In the end it doesn't really matter anyways as he'll always have the option to just dd his preferred disk image from rescue and be done with it. Mounting ISOs is really just a convenience feature.
