You can easily do custom installs on any VPS that has some kind of live/rescue system and on literally any VPS a little less easily.
Most don't. I've been through a lot and just look for something that allows.
The provider doesn't need to allow anything. You just need to know how. There literally isn't a single VPS where you can't run a custom image.
