You may be able to find a VPS under $20/month that meets your needs even if it isn't physically located in Azerbaijan. Conducting a search for budget-friendly VPS options from various providers worldwide could yield a suitable solution.

sysbench is 2782 events, but im not sure if new orders will get the same cpu as i made an order in 2023 (there is also HIGHCPU option for 13eur)
