Hello Santa. Grant me my wish...
Are you high?

Look for merchants that support nested virtualisation, then buy a large format VPS and start enjoying everything.
now, it is entirely upto you to make that dream come true

This is awesome. I will update.
Do you know of any provider that supports virtualization?
Not really? It's pretty simple "If you don't ask, you will not get it". I know it can be very hard to get that and that's fine too but your comment is definitely on the lower side. The forum is about contributing and assisting others. Were you a bully in high school? Not gonna work here.

Budget unrealistically low, however check this out and docker is supported

OSX-PROXMOX - Run macOS on any computer - AMD & Intel
This all is interesting... I will update you when successful.
afaik u need to source an unofficial ISO for the real deal. I'd go with a Hackintosh for such specs and perhaps colo if you don't have a fast enough internets. For non-hackingtosh there's older models which sometimes are lucky to have a update path to a modern OS, but that will lack the specs. The semi broken ones without a working screen or maybe a RAM replacement are the deals to look for. Going to unofficial illegal route is tough, it takes significant hours. Working with Apple eco really needs the appropriate wallet.
