Yup, all Meta services are down. Also, your correct passwords are getting rejected when you try logging in again, and forgot password request emails do not or only arrive later.

Generally yes, from what I understood WhatsApp only the shared api was hosted with the pre built meta platform but there had are plans to move it all in house
