You shouldn't have any trouble finding a server that meets your requirements. The cost for just the cPanel license is around $45. Regarding support, are you looking for a managed VPS that offers support through Telegram/live chat? Otherwise I see no point instead to use a proper support system with a self managed servers, there should be no need for support at all.
What is your budget for this setup?
I have some doubts that you'll be able to find anything under $100/month that includes live support and management.
