3 gbps seems to be $190 extra, so find a server for $110 or less and it’s within budget (you will have to sacrifice some of your spec demands, but they’ll probably be your best bet)

The Budget for this is really tight
$200-300 is a good price just for the bandwidth, you'll get more offers if you can afford to up the bandwidth a bit. Your best bet would probably be to get a few Hetzner servers and cluster them at your current budget.
