If you mean between control servers, no. You will need to import. https://docs.virtfusion.com/guides/importing-servers/
Preferably a template should be built using Packer. https://bitbucket.org/virtfusion-public/packer/src/master/ or the other option is to duplicate a template in VirtFusion and attach a provisioner.

Hypervisor to hypervisor you can hybrid or live migrate. Cluster to cluster, you have to import per the doc.
Install Proxmox, install ESXi, install XCP-NG.
