I need DMCA in the Asian region to ignore storage servers, with a budget of $8, preferably with capacity expansion.

While i have no idea how they do today they used to be pretty decent in regards to general resilience. Like pretty much any serious APAC offer with OP's requirements way above his budget though.

Huh? Those are virtual servers aka VPS? Likely way out of your budget if you are looking for anything with at least a bit of storage but as another User already mentioned APAC + abuse resistant is going to cost you.

I don't think an US Law can simply ignore storage servers located in Asia (I'm lame)
It is a virtual server, can be used as a reverse-proxy for your Asian storage server and will ignore DMCA.
Shinjiru are a realiable brand in Offshore hosting scene, especially in Asia.
You can also purchase a VPN such as AirVPN.org with port forwarding in Asia(Singapore), they ignore DMCA as well, but the downside is you get a randomly generated port(no 80/443), $8/mo, can be had for $35/y on sales during christmas/blackfriday/easter.
Or AzireVPN.com in Asia(Singapore, Thailand and Hong Kong), DMCA ignored and ports forwarded but also random ports(no 80/443). For $10/mo.
For fully forwarded IP(with port 80/443), you can use OVPN.com, but its $12/mo base pay(cheaper on yearly plan and on promos) + $4/mo for dedicated IP in Singapore or Japan, and they are currently out of stock.
In theory it can't but practically it more often then not does and that's just the way it is.

if it's ture, it's much better than a reserve server, one VPN account = multi reserve servers
I’ve got such a setup.
OVPN public IP on a VPS. Nginx takes care of the rest. (Actually it has another VPN. But that’s not relevant here). Works quite well.
Not sure about the dmca-part, though.
i checked their TOS, and they allow torrent on all their servers, i believe that means they don't care about DMCA or such things.
however, torrent is different than hosting a website on it, still need their comfirmation i think
