DMCA ignored VPS in NL
I run some private frontends (like Nitter, Invidious, …). They are just proxies and 100% legal. But I want to protect myself from false DMCA notices, by using a VPS as reverse proxy.
I already found IncogNET, the fair use is 30% per CPU core, but I am not sure if that’s enough for HaProxy

You need to increase your budget a little. Well if is legal I don't see any issue with other providers in NL.
We allow Reverse Proxy as long it don't violate our AUP.
We have 4$ VPS in Republic of Moldova but it doesn't have the port speed you want.

It should be. To be fair, I think only once or twice have we ever had to ding someone for violating CPU policy. Some exceed it and it's fine. It's not a hard limit.
We run https://incogtube.com (Use on desktop browser only) in NL without issues. While we're not traditionally "DMCA ignored", we don't have issues or trouble with these sites... we do however try to discourage customers from hosting content that is just blatantly stealing from others, because it's lazy and immoral (and illegal). No issues with Nitter, Inividious and other proxy type sites, however.

If the "reverse proxy" forwards all the traffic to the same backend server, you can skip HaProxy and use port forwarding rules.
Port forwarding rules, setup with iptables/ip6tables -j DNAT, are more efficient than userspace proxies.
Assuming you don't run out of monthly network transfer, they could even fit in 128MB servers.
