VPS with dedicated cpu (Mhz limit)

I often want to run cpu intensive network tasks and don't wanna abuse the shared resource limit of the cpu or setup throttling limits of my own. I remember i had one that had virtualized cpu mhz limits 300-500-700 etc. and i wouldnt get processes stopped or silly abuse mails cause i could utilize 100% without worrys. or program things that might use 100%.

this is what i need:
2000 MIPs in power / prolly about 400mhz of a a single core of a Xeon Processor
96mb Ram
10mbit port / 300gb b/w
6-10gb HD space
Running Debian/CentOS
One IPv4

location of server, almost anywhere acceptable.
control panel with:
nameserver/dns hosting on providers nameservers for 1 domain.
