it's for a really really basic website... it's to advertise a apartment holiday that it's only to rent out for 2 months in winter time...
Aside from the highlighted ultra-realistic expectations, I could do something like that in NL with DirectAdmin for the mentioned budget.
It's the unlimited bandwidth that balloons the price. Maybe 2 or 4 TB per month is plenty already.

Why not?! there are many providers that have their servers in EU; Off the top of your head, I can name Kuroit for example; they are UK based. Another example is Hetzner which actually provides cheap plans too.
Check Hetzner's LEVEL 1 webhosting plan. It's € 2.09 monthly with unlimited traffic.
If the website is very basic and simple, you can even buy a very cheap yearly Nat service and host it on that over IPv6.
