We can provide virtual machines in Uruguay at LowEnd pricing with EllaLink transit. We have a direct route from Uruguay to Fortaleza Brazil, and then handover to EllaLink to land in Madrid Spain. We have direct routes to all main parts of Brazil including Rio, São Paulo etc

Uruguay to Lisbon will never be under 80ms, possibly around 100ms. Madrid should be similar or worse. Frankfurt +40ms, Amsterdam +30-35ms, London +25-30ms.

To London (it will pass through Amsterdam or Frankfurt first) since there is no local PoP there via ANTEL.
To Lisbon, it would be routed to Madrid first since there is no PoP in Portugal via ANTEL.
FYI this is about 60-70ms from Uruguay, so this is added on top of the path to EU via Ella.
Those aren't the worst pings I've seen to South America... Outside of Brazil things get bad very fast in that regard. In fact, considering peering, these are very reasonable pings indeed!
In order to have better pings in Lisbon through EllaLink you would need to route it via Gigapix, which would be attainable with PoPs from Altice Group or Vodafone.
Found a working option as of right now.
Buying a bunch of Servers in Spain and Portugal and in Brazil.
MTRs are looking good, 78ms from Barcelona to Fortaleza and 107ms from Portugal to Sao.

IPXON, however after my order and my tests the routing changed.
They now got multiple upstreams, the data on bgp.tools was wrong.
He quoted me something 300$ for a singlehomed.
I actually "found" it last year, but I walked past it, @Mu3La has found it actually.
It works, so far stable, but there is still optimization to do.
I still want my sub 150ms to Sao Paulo from Europe.

150ms is doable from either Amsterdam or Frankfurt.
That is Sao to Frankfurt.

London is the lowest so yea

If you got a very good connection down to Portugal, you can bring it slightly below 140ms from Amsterdam. 33ms from Amsterdam to Portugal is pretty good + 63ms to jump via Ella Link and another 42ms to end up in SAO.
FOR <=> SAO could be still optimized though, probably out of budget.

However Portugal is good for Ella bad for the rest, I already asked @jmginer if he has any deals, since the Madrid location looks jucy, good connection to Europe and 8ms or less to Portugal. Which should make EllaLink pretty flexible.
