Elastika can help you, it is a Peruvian provider with servers in Lima Peru
So I tried the recommended Elastika provider as it's the cheapest. It looked promising, even offering unlimited traffic on 500Mb/s port. Unfortunately there is very real limit after reaching around 1 Mb/s on a single port (NTP). Their anti DDoS system hits you and blocks further traffic to the server for some time and they are unwilling to whitelist or lift the limit for this port. Strange thing, never met such strict firewall even on other bargain lowend deals.
To their credit, they have very quick answers on support tickets.
