Unless it's rooted or using a custom ROM that offers such an option, the hotspot network won't use the VPN running in Android.

Will it work?
You can use apps such as sing-box. In app you connect to your VPN server (many protocols supported) and in the settings of the app, there's an option to create a proxy server that listens to an IP and port and routes incoming requests to the VPN. In other machines (connected to the same network as the phone), you can connect to that exposed proxy server and use it.
