Ignoring dmca and the like, the requirement itself is for vds not vps, and you can't get any dedicated cores inside a vps.
Once you get your budget up to 20-30 dollars a month maybe you can start getting some of what you want, any lower is ridiculous.

The 8 dedicated CPUs are the difficult part, not mentioning DMCA ignored. Hetzner has CAX31 (16GB RAM 8 vCPUs) for 12.49 euros but the CPU is ARM and probably not dedicated, and not DMCA ignored. But the hardware spec is close to your requirements.
