Does that mean that IP database etc. won‘t get the location of where the VPS is advertised to be? If that‘s the case, would be useless to me, since I need them for my VPN service.

In terms of service, PTIsp and PTServidor are ahead of the pack at least from what I know. The remainder are (afaik) mostly unknown even in Portugal, with the exception of Webtuga, that powers or used to power some well-known websites, but I have no detail on their service.
Regarding some fares and some VPS offers for Portugal, I personally wish to change this current (pricey) landscape, long-term, but that future is still far far off, just a wish, really. Don't really understand why VPSs are more expensive here than on other countries, doesn't make any remote sense, but I surely wouldn't want to be another HX Servers, for example, nor enter a market where I know I could not be able to deliver some things. That would need structure and planning. Maybe time...
@SwizzVPN there are some providers that might be using the same that happenned to Google Drive users in Turkey - restricting payments only to local Turkish cards to avoid a flood of requests due to low Lira. That has happenned like a month ago and I don't know whether that was partial to some payment providers or if it is dependant upon the terms of each company.
