To the folks suggesting Europe for best connectivity to Philippines, you might want to take a look on the map where Philippines is
Frankly, West Coast US is probably your best bet. Stay away from Hurricane Electric in San Jose/Fremont and keep in mind that West Coast always carries earthquake risk.

For myself (using PLDT in the Philippines), I've found Hurricane Electric in San Jose/Fremont to be the best routing I've found, and I've tried a lot. It looks like there's direct peering between the ISP and he.net. Even when other routes slow down, this one keeps working well.
Yes, I am even kinda jealous :-)
