can anyone who is using these vps, point out the difference between premium vps vs budget vps ?

premium are more performance (EPYC based), budget is slighty low performance old cpus ( E5 based)
Just the processor is different.
Everything else is same.. Network, disk, support

i am primarily concerned about cpu steal, that's what i think must be the difference , more vps on same hardware in budget vps! not sure
